Cape Gazette: Biden seeks death penalty in Spicer slaying

Attorney General Beau Biden said his office would seek the death penalty against Derrick Powell, the Cumberland, Md. man accused of fatally shooting Georgetown Patrolman Chad Spicer.

“Seeking the death penalty is one of the most important decisions an attorney general makes,” Biden said in a press release Tuesday, June 29. State prosecutors Martin Cosgrove and Paula Ryan have treated the case against Powell, 22, as capital-eligible, but had not specified the sentence they would pursue.

“Our thoughts and prayers remain with Officer Spicer’s family, the Georgetown community, and law enforcement throughout the state of Delaware who were all deeply affected by Officer Spicer’s murder,” Biden said.

Powell allegedly shot Spicer Sept. 1, 2009.

The officer was responding to a reported shooting when he encountered and pursued the suspected vehicle, a Chrysler Sebring, into the Kimmeytown neighborhood. Powell is accused of firing a 9 mm slug from the back seat; the bullet struck Spicer in the face and killed him within minutes.
